No prison for woman whose baby died after she ate rat poison while ...

INDIANAPOLIS - Indiana prosecutors have dropped murder and attempted feticide charges against an Indianapolis woman who tried to kill herself by eating rat poison near the end of her pregnancy.

Bei Bei Shuai, 36, was charged in March 2011 with knowingly killing a viable fetus, prosecutors said.

Shuai walked out of Marion County Superior Court in Indianapolis a free woman on Friday after pleading guilty to a misdemeanor charge of criminal recklessness for the death of her newborn daughter, Angel.

She had been released from prison on bond in May 2012. Under the plea agreement, she did not have to serve more jail time.

"I have to say thank you to everyone who supported me before because without them, I'm not going to be able to continue to today," Shuai told reporters in footage posted on the Indianapolis Star website.

Shuai consumed rat poison while 33 weeks' pregnant in December 2010, prosecutors said. She was taken to a hospital where she admitted to attempting to kill herself after her boyfriend left her, according to a police statement.

Shuai's baby girl, Angel Shuai, was born alive, but died a few days after being taken off life support.

Shuai is from China and has no family members in the United States, according to her lawyer, Linda Pence.

Marion County Prosecutor Terry Curry said his office had always been willing to resolve the case for lesser charges. Earlier proposed deals had been rejected by the defense.

Curry said decisions by the trial judge about what could and could not be entered into evidence at the trial played a role in the negotiations.

HootSuite Raises $165M Series B Round From Insight, Accel And OMERS To Go Large On Enterprise Social Media Monitoring

hootsuite logoIt was a little over a year ago when we reported that Vancouver-based HootSuite, the platform that lets enterprises manage social media accounts, was raising a $50 million round at a $500 million valuation.?Fast forward one year later it looks like investors are instead tripling down: HootSuite is today announcing a Series B round of funding of $165 million to take its business to the next level. This latest round -- led by?Insight Venture Partners with participation from Accel Partners and existing investor OMERS Ventures -- is one of the biggest for a startup this year, and brings the total raised by HootSuite to date to nearly $187 million.

Chipley- To have called this a 'strange growing season' for panhandle farmers would be an understatement.

"You'll have wet years, you'll have dry years. This year, in one growing season we've had both, and that's what makes it even more unusual. It's unusually wet by itself. But then, if you look at how dry it was at planting time, it just makes it an even stranger situation" Washington County Agriculture agent Mark Mauldin said.

Washington County has been known for its watermelon crops, but not this year. This year's yields were drastically lower than last years'.

"Well, if you talk about watermelon just specifically, you could probably say about 70% less. If you want to talk about cantaloupe, its probably 95% less" Orwat said. He told us rain was the overriding factor accounting for the failure.

"They started in early July with all the heavy rains we've been having and that caused the vines to rot in low lying spaces. So, the majority in this county- Washington County, and Holmes County -a lot of the watermelon and cantaloupe crop was just decimated and ruined because of the vine rotting and the standing water."

Some grower got lucky and got a first cut,- some even a second. But many didn't even get the first one.

"You know, watermelons and cantaloupes you can get a lot out of a small acreage, so what's happened is those small acreage crops are high dollar value per acreage so it does hurt the crop" Orwat said.

And while many farmers lost their crop, Orwat said they didn't lost their hope.

"They could, you know, plant some vegetables in for a fall crop, late august early September."

And, some of those farmers may qualify for disaster relief funds from FEMA, due to the recent flooding.

With a number of U.S. states preparing to host "sales tax holidays" in which certain items can be purchased without being subject to sales taxes, Apple has begun sending out emails to customers in those states reminding them of the potential to save significant amounts of money on purchases such as computers and accessories.

Sales tax holidays are typically held in early August as back to school shopping is in full swing, and item eligibility varies by state, with clothing and school supplies being the most common exempt items while some states also include computers. Apple has a feature page highlighting the ten states where certain Apple products will qualify for tax-free status, including links to full details on eligible products and price limits for each of those states. States where some Apple products qualify for the programs include Alabama, Florida, Georgia, Louisiana, Massachusetts, Missouri, New Mexico, North Carolina, South Carolina, and Tennessee.

For education customers, the sales tax holidays come on top of Apple's discounted Mac pricing and its Back to School promotion, which offers customers gift cards of up to $100 with the purchase of a new Mac, iPad, or iPhone. Sony?s 9.6 Million Smartphone Shipments Boost Latest Quarterly Financials

Sony (NYSE:SNE) has just released its latest financial report for the quarter from April to June (confusingly called Q1 in Japan). Focusing on mobile, Sony?s newest figures show stronger smartphone shipments, rising to 9.6 million in that quarter ? that?s compared to just 33 million smartphones shipped in the whole of financial year 2012.

But Sony?s figures for that month don?t include its newest flagship, the 6.4-inch screened and impressively thin Xperia Z Ultra (pictured), which is rolling out in selected markets this summer. Smartphones might be a tough market, but they also serve as a great halo product for a brand as they?re so enormously visible on the streets. Better Sony smartphones ? preferably with timely Android updates ? could boost Sony?s performance in some of its many other consumer sectors.

But as the chart above shows, PS3, PSP, and PSP Vita sales fell dramatically, with just 1.1 million PlayStation consoles sold in Q1. But with the new PS4 due before Christmas in some markets, it?s a rough transition year for Sony?s flagship gaming product. Yesterday, Nintendo posted even more dismal numbers for its own consoles.

Overall, Sony?s net profit ? no more catastrophic losses like in 2012 ? hit $35.38 million, and revenues were in line with what analysts expect. Check out the full earnings slides here.

Congressman Questions Whether Dialogue with China ?Will Improve a Single Life?

ICC Note: Despite drastic improvements in the way Christians and other religious minorities are treated in China over the past thirty years, conditions remain alarmingly difficult thanks to a huge number of restrictions on religious freedom and ongoing efforts to control the growth of Christianity. ICC estimates that many hundreds, if not thousands, of Christians remain interned in labor prisons for refusing to join the government controlled "Three-Self Church." In this Press Release, Congressman Frank Wolf of Virginia questions whether the annual U.S. - China human rights dialogue currently being conducted will actually improve the life of a single Chinese individual, or if it is mere rhetoric. ?

7/31/2013 China (Congressman Wolf) - Rep. Frank Wolf (R-VA), co-chairman of the Tom Lantos Human Rights Commission and longtime leader on the issue of international human rights and religious freedom, today criticized the Obama Administration?s approach toward China, saying that too often, high-level bilateral discussions ? and even the annual human rights dialogue ? are ?cloaked in secrecy? and fail to produce discernible improvements in the deplorable human rights situation in China.

In a statement, which was submitted to the Congressional Record today, Wolf urged the administration to publicly prioritize human rights and religious freedom as part of its wider foreign policy agenda.

The dialogue, which is being held today and tomorrow in China, began after the brutal Tiananmen Square crackdown in 1989, where Chinese government officials employed martial law during peaceful student-led protests in Beijing.

Wolf said that according to Human Rights Watch, past human rights dialogues with China ?have been largely a rhetorical shell, lacking in accountability, transparency, and clear benchmarks for progress.?

In his statement, Wolf talked at length about the persecution of people of faith, the repression of political dissent and the brutal labor camps employed by the government.

He also described the ?Great Firewall? in China, which censors so-called ?offensive? speech on the Internet.

?It is estimated that China employs between 30,000 and 50,000 special Internet police,? he said. ?As far back as 2008, Amnesty International rightly noted that ?In China, the Internet has become a new frontier in the fight for human rights.? And yet the Obama Administration has paid mere lip-service to Internet freedom, boasting in speeches of the priority it places on the issue when in fact, nearly all of the money they?ve spent on Internet circumvention has been as a result of congressionally mandated funding targeting closed societies, and the State Department has actually sought to redirect the funding toward less threatening research initiatives as opposed to actual hard-hitting circumvention, which poses a real threat to authoritarian regimes.?

?Too often, it seems that this administration?s posture vis-?-vis human rights is one of caution to the point of silence,? he added. ?Silence in the face of China?s abysmal human rights record is indefensible.?

Wolf concluded his statement with a warning: ?Many have predicted that the 21st century will be the Chinese century, but absent dramatic reform at the heart of the Chinese government, such Chinese ascendency is deeply problematic, and America must be clear-eyed about its implications. It's been a long time coming, close to a year, but OMG Life's clippable, er, lanyard-able life-logging camera will be available to buy tomorrow. The Autographer launches in the UK (where the company's based) and most major European countries on July 30th, priced at a rather prohibitive £400 (we're still confirming a US dollar price, but a later launch has been promised) and pitching itself as "the world's first intelligent wearable camera." We'd position it as an addition to your smartphone and/or standalone camera, like Lytro or the incoming Memoto, for those that have the cash.

There's a curious appeal to it, helped by an attractive design that's predominantly plastic. We spent over three days wondering around, sometimes with it on a leather lanyard (included) around our neck, sometimes clipped to our belt or shirt pocket. For better or worse, it's a truly hands-off camera: there's really no way to frame or even time your captures. The Autographer itself chooses when to take a shot using its five sensors (monitoring changes in color, temperature, magnetometer, motion and acceleration), which means there's a hefty dose of luck involved in how your photos turn out. Transgender troops still serve in silence

As the military begins to embrace gays and lesbians, one group feels left out: transgender troops.

These men and women weren?t even a blip on the nation?s radar until former Navy SEAL Team 6 member Chris Beck revealed in a memoir released last month that he had become Kristin Beck, a woman. It?s unknown how many transgender troops are serving in the U.S. military, largely because they?d get kicked out for coming out. About 700,000 Americans in a population of more than 300 million are transsexuals, according to a 2011 study by the Williams Institute at the UCLA School of Law.

Another milestone in June: Defense Secretary Chuck Hagel seemed to sanction their service when he addressed a Lesbian, Gay, Bisexual and Transgender Pride (LGBT) event at the Pentagon. But there was a catch: civilians can switch sexes and keep their defense jobs. Troops can?t. Unlike allies Great Britain, Israel and Canada, the U.S. military disqualifies transgender troops for health reasons.

?I was at the Pentagon when Secretary Hagel was saying we?re here to celebrate LGBT service,? says an Army sergeant who is becoming a man. The sergeant spoke on condition of anonymity to stay in the service.

?I?m kind of looking around for the rest of Ts,? the soldier says, referring to transgender troops. Other troops could celebrate marriage equality, the sergeant says, but not the transsexuals.

Transgender pride extends to Defense Department civilian employees such as Amanda Simpson, a senior Army official who was a man. Simpson, named to her post by President Obama, is the highest-ranking openly transgender official. She declined to comment for this story.

That pride stops with troops transitioning to the opposite sex.

For now, the Pentagon has no plans to cross that line, says Navy Lt. Cdr. Nathan Christensen, a spokesman. They?re medically disqualified, according to Pentagon regulations. Army regulations, for instance, prohibit transvestism.

Advocates for transgender people say the prohibition has no merit.

?We shouldn?t single out transgender individuals,? says Anne Speckhard, a psychologist who co-wrote Warrior Princess with Beck.

Mara Keisling, executive director of the National Center for Transgender Equality, a non-profit advocacy group in Washington, says all that should matter for the military is the ability to do the job.

Beck, in an interview, says the Pentagon should act soon to include transgender troops in its ranks or risk having the policy dictated by Congress or the courts.

?It should not be emotional,? she says. ?It needs to be well thought out.?

Beck acknowledges that the transition to a woman involves ?a lot of changes? physically and emotionally that would make it difficult to serve.

Beck suggests the military experiment with a pilot program that would give transgender troops a year to make the transition to the opposite sex. Their year of service, while under medical care, would be away from their home unit, perhaps at a military hospital. Once completed, troops would be committed to serving two more years of service to compensate for the cost.

Sen. Kirstin Gillibrand, the New York Democrat who chairs the personnel panel on the Senate Armed Services Committee, believes transgender troops should be able to serve if they?re capable of completing their missions, says Glen Caplin, her spokesman.

Here are the stories of two soldiers currently serving while in transition to the opposite sex. They spoke on condition of anonymity so that they can keep their jobs. USA TODAY confirmed their identities through public records and another servicemember who is in contact with them.

Rejected by family

The sergeant attended the LGBT event.

The sergeant joined the Army Reserves as a lesbian. As a Southerner, a black woman and a member of the Baptist church, she kept her sexuality secret and her sense that she was a man buried even deeper. The sergeant?s age is ?in the 20s,? declining to be more specific.

?I joined because I wanted to serve,? the sergeant says. ?I didn?t think of gender or the sexual-identity piece. My father was a soldier. I wanted to come home in a uniform like him.?

After a deployment to Iraq in 2011, the sergeant decided it was time to become a man.

?I was ready to match my outward appearance with my inner being,? the sergeant says. ?I wanted to start to transition. I knew that it was going to be a battle with my family and even my friends. But the worst came when I had to bypass my integrity ? lie to my soldiers and not bring my whole self to work.?

The transition began with working out, eating differently, bulking up. Then, under medical supervision, the sergeant began taking synthetic testosterone, the male hormone. The sergeant plans to have a mastectomy to remove breast tissue but is uncertain about surgery to change genitals.

As a reservist, the sergeant has a civilian job and goes to work dressed as a man. For Army drills on weekends, the woman must emerge.

?It?s kind of a double life,? the sergeant says. ?In my civilian life everyone just knows he, just him. I go in with my facial hair, and I?m just a guy. When I put the uniform on, I shave. The feminine voice comes out if I can. Whatever I can muster that?s feminine. That?s when the sergeant who?s supposed to be female comes out.?

The sergeant maintains femininity for physicals and has passed them as she has not had surgery. The sergeant has a girlfriend who is ?fine with it,? though they do struggle sometimes.

?She?s straight,? the sergeant says. ?We have a heterosexual relationship. She did not ask for any of this. It?s been a patient battle.?

For now, the fight to stay in the Army remains quiet. The sergeant hopes some day soon that the prohibition against transgender troops is lifted. For now, the soldiers rely on each other for support.

?Female to male, we have a band of brothers,? the sergeant says. ?There?s at least 300 of us connected. We talk quite often to each other. We serve as battle buddies in a battle that nobody knows we?re fighting.?

Taking on challenges

The second soldier, a lieutenant colonel, is a combat veteran, 45, with a background in special operations. He reports for duty by day in a man?s uniform.

At night and on weekends: skirt, heels, makeup.

?I might be a 45-year-old guy mentally, if I choose to think like that,? the lieutenant colonel says. ?But as a girl I?m like 16. Things I never learned as a little girl growing up that Mamma would have taught me in terms of all the feminine virtues.?

The choice is shattering the lieutenant colonel?s life. The lieutenant colonel is going through a divorce and has moved away from his children. Retirement from the Army looms in a few months. The lieutenant colonel acknowledges that his performance as an officer has suffered. Troops in transition might need to leave or take a break from service, the lieutenant colonel says. Once they?ve switched genders, they should be able to do the job.

?Three monstrous stresses: No. 1, transitioning from male to female,? the lieutenant colonel says. ?No. 2, transitioning out of the military and wondering what I want to be when I grow up. I just never realized that that was housewife. The third, the divorce.?

How does the lieutenant colonel cope?

?I drink a lot.?

For years, the lieutenant colonel has repressed his femininity.

?I always felt uncomfortable in my body and I didn?t know why,? the lieutenant colonel says. ?I was deathly afraid of being gay. That was the biggest sin you could have in my family. One thing that my dad hated more than anything. I was never allowed to have a G.I. Joe because my dad wouldn?t allow dolls in the house. I had no sisters. It was an all-male, all-the-time environment.?

Throughout his career, the lieutenant colonel chose the most physically demanding jobs and succeeded at them. He got married, had kids, deployed to Iraq and Afghanistan.

The lieutenant colonel considers himself a conservative and ?constitutionalist? who viewed ?don?t ask, don?t tell? as illegal and was pleased it was repealed.

Since February, the lieutenant colonel has been leaving his one-bedroom apartment dressed as a woman and has started to use a woman?s name.

The lieutenant colonel would like to lose his baritone, but surgery to lose his penis requires more thought.

He finds some solace in his new identity.

?I was always afraid that I was gay,? the lieutenant colonel says. ?Now I know that I?m not. I?m a straight woman. That?s actually nice for me to feel. Not that there should be any stigma attached to any other set of gender identities or sexual preference. But I feel very comfortable that I?m a straight woman. Sits very well.?

Here's why Intel announced a custom silicon business today - GigaOM

In what looks like a noteworthy shift for the chip giant, Intel says it is inside the custom silicon business, showing off its current efforts big customers, and its future plans at a media event Monday. The event featured Intel?s webscale and cloud executives Jason Waxman (pictured) and Diane Bryant discussing how Intel is now offering custom chips for customers: something that would have been unfathomable even a decade ago at the storied company.

Waxman detailed how Intel made a custom chip for eBay and said it was doing the same with Facebook. Customized chips are gaining ground as data centers grow larger and as efficient computing becomes paramount for companies at which compute is often the primary cost associated with their services. Companies are building out custom servers for different workloads and eyeing the use of different chip architectures ? from ARM to GPUs.

This represent a huge threat to Intel, which has struggled to release a credible massively parallel GPU-style chip (the Xeon Phi is what it has on offer today) and seemed to miss out on the benefits of using smaller, low-power cores for certain webscale workloads until it was pulled into the market by SeaMicro, a startup later bought by AMD. Intel?s biggest advantage in chips has historically come from its ability to churn out billions of them as cheaply as possible thanks to its massive economies of scale and huge investments in factories from the profits of the PC industry. Customization breaks that model.

Yet as rivals AMD and ARM tout the benefits of building custom chips it makes sense that Intel is trying to jump on that bandwagon while not upsetting its own economic advantage.

Basically Intel is trying ? with its Xeon, Atom and Phi families of different x86-based processors ? to offer a modular set of capabilities that can be integrated onto a system on a chip (Intel touted its SoC capabilities today as well). But it?s unclear how customized Intel is willing to be for customers, especially when compared to the custom chips its rivals are making.

For example, AMD this year formalized a custom-silicon business that is making the chips inside the Playstation and the Xbox, combining different CPU cores with a graphics processor in a system on a chip. AMD said that the custom silicon business should make up 20 percent of its revenue this year.

It?s also not the same level of customization that GM and Corporate VP at AMD Andrew Feldman envisioned when he spoke of customers choosing to create custom chips using ARM cores. In that case one can build a unique ARM-based core for a customer.

So what exactly is Intel offering? In an interview in May with The Register, Waxman mentioned its custom efforts, confirming that it was etching different features or instructions onto the silicon. As writer Timothy Prickett Morgan noted, this is not business as usual for the chip giant. From the story, and attributed to Jason Waxman, general manager of Intel?s Cloud Infrastructure Group:

?As far as the etching goes, we have done different things for different customers, and we have put different things into the silicon, such as adding instructions or pins or signals for logic for them. The difference is that it goes into all of the silicon for that product. And so the way that you do it is somebody gives you a feature, and they say, ?Hey, can you get this into the product?? You can?t do something that takes up a huge amount of die, but you can do an instruction, you can do a signal, you can do a number of things that are logic-related.?

But as far outside of Intel?s comfort zone this step might be, Feldman, who was the former CEO at SeaMicro, the startup that pulled into the microserver market, downplayed the impact of Intel?s change of heart. After I asked his thoughts on the topic he wrote in an email:

?These are minor tweaks of existing parts, predominantly, binning and soft strapping. What AMD did for the gaming business is create a fundamentally new chip?custom cores and different combinations of cores on a chip. What ARM enables is unique cores for a customer ? The Intel model can?t do that. What they can do is try to make a superset chip, and enable and disable features for different customers ? this is what they have always done.?

Even Patrick Moorhead, an industry analyst, questioned the depth of customization that Intel was offering, pointing out that it was very different from the customization that AMD is offering in its business.

When I asked for details from Intel, the company offered me an interview later this week with Waxman. So stay tuned.

While I wait, here?s why Intel talked about its custom chip business today. If Intel is really doing custom chips, it will do so because it has no other choice than to meet the needs of webscale customers, who are now in the position to demand changes in their data center infrastructure ?something the server vendors have already discovered. If Intel is just spinning small variations made by turning off features on a chip using software, it?s because it?s scared the competition will convince data center operators that the competition has something Intel doesn?t.

The Post Office Says What We All Wish We Could


In a Jan. 22 letter sent to both the city of East Cleveland, Ohio, and the company that operates East Cleveland's photo-enforcement program, Postal Service attorney Jennifer S. Breslin said the Post Office should ignore two school-zone speeding citations and five red-light infractions that postal trucks received in December.

"In providing mail service across the country, the Postal Service attempts to work within local and state laws and regulations, when feasible," wrote Breslin. "However, as you are probably aware, the Postal Service enjoys federal immunity from state and local regulation." She continued: "The state and/or local ordinances imposing penalties and fines cannot be enforced as against the Postal Service, and there is no statutory basis for doing so."

Red-Light Cameras Bankrupt City


Like many cities around the country, San Bernardino, Calif., tried to make money via red-light cameras. But it didn't turn out so well for this town.

In 2008, San Bernardino was caught cheating: To write more tickets, the city was using yellow lights that were timed too short for California law. When the city restored the proper yellow-light durations, the revenue from red-light violations sank?so much so that San Bernardino was losing money to ATS, the company it hired to operate the camera system. In 2011, the city council voted to end the contract before its 2014 term and pay ATS what it thought would be a $110,000 exit fee, but ATS claimed it was owed $1.9 million. In March 2012, the city added three more red-light cameras to try to make enough money to pay back ATS, even though by that time a San Bernardino county court had ruled that photo tickets were inadmissible hearsay. In August 2012 the city filed for bankruptcy, allowing it to finally end its contract with ATS.

Birthday Suit Protest


A court in Szczecinek, Poland on Dec. 11, 2012, imposed a 1000 zloty ($315) fine against a man who made an unusual protest against speed cameras. In October, Mariusz Sztuba hopped on his bicycle wearing nothing but sneakers on his feet and undergarments on his head. He raced past a speed camera in Bialy Bor at 33 mph. This being a 25 mph zone, the camera snapped a photograph.

Local police finally found Sztuba and charged him with violating the speed limit. Sztuba claimed he was protesting the automatic ticketing machine because it made his village known as a speed trap. The local judge still found him guilty.

Facing Your Digital Accuser


When Tacoma, Wash., motorist Kevin Schmadeka received a ticket accusing him of running a red light, courtesy of the Australian company Redflex that installed the system, he wanted to face his accuser and challenge the ticket. Just one problem: He was told he'd have to pay $670 in travel expenses to bring in a Redflex employee from out of state. "When I was at the clerk's office inquiring about chain-of-custody information, the employee at the counter mentioned that if I wanted to subpoena a camera company representative that there was a fee," Schmadeka told TheNewspaper.com. The judge singled out the Sixth Amendment right to face one's accuser and dismissed the charges against Schmadeka.

When Driving and Parking Are the Same Thing


Like a lot of states, Missouri puts points on a person's driver's license if that person is convicted of a moving violation. But this rule created a problem for Kansas City, which wanted to rake in the bucks by handing out red-light camera tickets: It would have to prove who was driving the car, which is a lot harder than photographing a license plate and fining the owner.

So the city turned to some clever legal chicanery. According to a recent change in the city code, running a red light in Kansas City is now treated as if the owner of the vehicle parked illegally in the middle of an intersection. "The violation is not driving into the intersection but owning a vehicle that is found in the intersection while the light is emitting a steady red light," a city memo said. The fact that this is a parking violation, not a moving violation, means that K.C. doesn't have to bother with figuring out who was driving.

East Cleveland bodies: 'Lots of reasons' to suspect there are more, mayor says

EAST CLEVELAND, Ohio -- A suspicious odor unearthed one body in a trash bag in a rundown neighborhood here, and then two more were found over the weekend, and police expected Monday to charge a man who indicated he might have been influenced by a serial killer whose home was found littered with bodies a few years ago.

Police and volunteers scoured about 40 empty homes Sunday until their search was suspended, with no immediate plans to resume, said East Cleveland Police Chief Ralph Spotts.

He identified the suspect as 35-year-old Michael Madison and said Madison was to be charged Monday but did not elaborate.

An odor led to the discovery Friday of one body in a garage. Two others were found Saturday

-- one in a backyard and the other in the basement of a vacant house. The victims were found about 100 to 200 yards apart, and authorities believed they were killed in the past six to 10 days.

The bodies of the three women were all wrapped in plastic bags in fetal positions. "It didn't look like a person could actually fit in the bag," Spotts told residents and activists who gathered Sunday to search.

They're part of the latest in a series of high-profile cases involving the disappearance of women from the Cleveland area.

In 2009, the mostly nude bodies of 11 women were found in garbage bags and plastic sheets throughout the Cleveland home of Anthony Sowell, who was convicted in 2011 of murdering the women and sentenced

to death. In May, three women who vanished separately about a decade ago were found captive in a rundown house. The owner of the house, a former school bus driver, has pleaded not guilty to kidnap, rape and other crimes.

Madison threatened about a month ago to attack women in the same fashion as Sowell, said Eric Wilson, a neighbor who saw Madison frequently. Mayor Gary Norton said Madison gave similar indications to authorities.

"He said some things that led us to believe that in some way, shape, or form, Sowell might be an influence," Norton told The Associated Press.

Madison was arrested Friday after a police standoff. A woman at a small white house at an address for Madison said the family was shocked by the allegations. She identified herself as a family member and answered a few questions through the blinds of a window Sunday but refused to come out or give her name. It wasn't clear whether Madison has an attorney.

Madison was classified as a sex offender in 2002 when he was sentenced to four years in prison for attempted rape, according to court records. He had previous convictions in 2000 and 2001 for drug-related charges.

walking up and down streets and seen everywhere. Teenager Daniqwa Martin said Madison had offered her a ride in the past but she always declined.

One neighbor, Nathenia Crosby, said she was familiar with Madison and had seen him walking through the neighborhood. She said she had told him to stop chatting with her daughter and warned him after seeing him talk to her cousin.

"It's very scary, especially when he used to be talking to my daughter," said Crosby, 48. "But I told him he was too old to be talking to my daughter because she was only 19. When I found out how old he was, I said, 'You need to move on, she's too young.' "

Detectives continued to interview Madison, Norton said. He said authorities have "lots of reasons" to suspect there are more victims, but he refused to say why.

Spotts indicated that Madison's comments haven't provided clarity on whether more bodies might be found.

"He really hasn't stated that there's any more, but he hasn't said anything that would make us think that there's not," Spotts said.

All three bodies were found in the fetal position, wrapped in several layers of trash bags, Norton said. The bodies were in advanced stages of decomposition and it would take several days to identify them and how they died, Cuyahoga County medical examiner Dr. Thomas P. Gilson said Sunday.

Martin, 16, said she smelled the odor Tuesday but ignored it, thinking it was a dead animal.

About three dozen volunteers, including community anti-crime activists, fanned out Sunday morning across yards, through vacant houses and along a railroad to help police search. The chief advised them to watch for missing floor boards as they looked inside houses. One young searcher crawled under a board screwed across a door to go inside a house.

Barbara Stirtmire, part of a local motorcycle club whose members were pitching in to search Sunday, said she came to help because she knows so many people in the area and herself has a teenage daughter.

"It doesn't make the city look good, I know that," said Stirtmire, 31, who works at a nearby auto parts store. "But as far as everybody coming together, it's beautiful."

The neighborhood in East Cleveland, which has some 17,000 residents, has many abandoned houses and authorities want to be thorough, the mayor said.

"Hopefully, we pray to God, this is it," he said.

Attendees participated in a video conference with Prince Unathi Mtirara, great-nephew of Nelson Mandela, CEO of Opera South Africa and board member of Nelson Mandela Library. Emphasizing that service is Mandela?s hallmark, Prince Unathi encouraged those assembled to continue and to increase their work to help their communities, saying ?We?re asking for your service. And I am proud of what you have already done.?????

Service was also the theme of the presentation by Los Angeles County Superior Court Judge Ellen DeShazer. Judge DeShazer presides over a drug court that diverts individuals charged with nonviolent drug offenses and chronic substance abuse issues out of the local jail and state prison systems and into treatment. ?Every day, you should be doing the hard work of changing your neighbor. Start with him and then move on and out,? she said.

The event crowned a day of activities organized by The Way to Happiness Foundation Washington D.C. Chapter that included a community cleanup at Rose Park and Rock Creek Park, removing bottles, cans, trash and painting over graffiti.

Belgium: King Albert makes way for son Philippe

BRUSSELS (AP) ? Belgium will get a new king Sunday when the current monarch, Albert, abdicates following a 20-year reign and hands over the throne to his son Philippe.

At 79, Albert will first sign away his rights as the largely ceremonial ruler of the kingdom in the presence of Prime Minister Elio Di Rupo, who holds the political power in this 183-year-old parliamentary democracy.

After the morning ceremony at the royal palace, Philippe, 53, will take the king's oath before the nation's legislators at the parliament building a short walk across the Royal Park in the heart of the city.

Afterward, King Philippe and new Queen Mathilde are expected to greet the crowds below in a balcony scene at the palace before fireworks end a slew of ceremonies marking the day.

Albert announced his abdication plans less than three weeks ago, so there was little time to turn the occasion into a huge international event and no foreign royals were expected at the crowning. Since the royal transition coincides with Belgium's national day celebrations, a military parade had already been planned.

Philippe will face a tough task in the coming months. The fractious nation, ever-more divided by language, holds parliamentary elections in June 2014 amid calls for even more autonomy for the 6 million Dutch-speaking Flemings and 4.5 million French-speakers. The monarchy could find its role even more diminished.

Apple Reported to Buy HopStop for Even More Maps Data

Apple is getting closer to a mobile overhaul with the upcoming release of iOS 7, and it now looks as if the company has gone out and bought mapping app HopStop.

Don't Lose Me Bro

Apple's Maps app has never been able to keep up with the all powerful Google Maps, and this week has seen the company absolutely launching itself into upgrading it. Not only did Apple announce it bought Locationary this week, but it now seems as if it has bought up HopStop, Bloomberg reported.

Besides sometimes getting its users a bit lost down in Australia, Apple Maps doesn't have public transit data integrated. That might not even matter, except Google Maps, that we already know is pretty handy, does indeed have this kind of feature.

Luckily for Apple HopStop specializes in public transit data, so now it can check that off its list of to do items. HopStop doesn't have the widespread capabilities of Google either, but it's as good of a place to start as any. It's not like Apple could have built up this feature on its own. Well, perhaps it could have, but Apple Maps may have simply gotten too much bad press to really pull that off.

Google Maps Sets the Bar High

Google has obviously been through the ringer for its Maps app as well, we should point out. It's been sued over privacy issues for its patented street view, but there's nothing else out there that matches its all around features. Nokia gets an honerable mention here, however, as its Drive app generally gets high praise from those who know it.

The timimg of Apple on both of these app purchases was truly pinpoint. Google updated its Maps for iOS version just a day ahead of the Locationary buy, a move Apple may have been waiting for to make its announcement. Google Maps 2.0 for iOS upgraded with indoor maps and real time traffic updates.?

HopStop features transit directions in over 600 cities around the world, and it actually offers many system maps as in app upgrades. Those who have downloaded the app can also post updates on any changes that have been made to a route, a little crowdsourcing feature that reminds of the Waze app (now Google owned).

Apple will broadcast its Q3 numbers in the next week, so that should be a decent time to catch up the why's and how much's of this week's deals. Tell us in the comments if you are a Google Maps kind of person or if you have another maps app that you think is noteworthy.
