We're entering familiar territory for our enthusiast readers. The latest Intel six-core CPU is overclocked and paired with an obscene number of video cards to give us the Falcon Northwest Mach V (Core i7-3960X) ($6,899 direct). Frankly, we'd have it no other way. The funny thing is that our contact at Falcon NW told us that though the system flirts with the mythical 5GHz overclock, it is actually dialed back (more than a little) for reliability's sake. Any overclocker can push Intel's latest Core i7-3960X Extreme Edition to lofty (and unstable) clock speeds with a few clicks of a mouse in the UEFI (aka BIOS), but the people at Falcon are masters of smart overclocking that will keep the system from crashing like a drunken panda in a go-kart. Build quality with bragging rights is the reason we award the latest Mach V our latest Editors' Choice for high-end gaming desktop PCs.

Design and Features
The Mach V (Core i7-3960X) is in Falcon NW's signature Mach V chassis, like the previous Falcon Northwest Mach V (Core i7-2600K) ($4,599 direct, 4 stars). In this imposing black tower the video cards are mounted vertically to help disperse heat; the cards' fans vent out the top of the system. The front panel is hidden behind a door with the iconic Falcon NW logo cut into the metal.

The chassis is full of tech: the cooler for the Intel Core i7-3960X, the three Nvidia GeForce GTX 580 cards, 32GB of system memory (eight 4GB sticks), two SSDs, a 2TB data storage hard drive, a Blu-ray player/DVD burner combo drive, and an Asus P9X79 motherboard. Powering it all is a 1,200-watt power supply (PSU). To put this into perspective, mainstream tower desktops get by with 260 to 400 watts. Because of how much power this PSU can pack, you may want to think twice about running other high-wattage electrical appliances (like space heaters or hair dryers) on the same electrical circuit as the Falcon. A moderately beefy uninterruptable power supply might be a good accompaniment, just in case you overload the circuit.

Because the DIMM and PCI Express slots are filled, there isn't much extra expansion room here, but about the only people likely to be disappointed by this are ?ber-users who prefer discrete sound cards for their surround gaming. There's a bit of room in the chassis for hard drive or optical drive expansion, but with this system's specs, you won't need to add anything for a long time. Externally, there are plenty of ports: five USB 2.0, eight of the faster USB 3.0, and two eSATA. You can potentially run six displays off of this little monster, using a combination of the DVI and mini HDMI output jacks (mini-HDMI?to?HDMI adapter cables are included). About the only drawback to the chassis' design is that the majority of the system's ports are on the top of the system, under a metal panel. There are routing holes in the back of the system for cables, but it's still inconvenient to connect peripherals to the main ports on the motherboard and video cards. It's a good thing that the system has two more easily accessible USB 3.0 ports closer to the front of the system on the top (along with headphone and microphone jacks).

The system's 32GB of memory will likely be "enough" for this system as long as you own it, and will certainly be plenty for the multitasking gamer who likes to play on one monitor, surf on another, and message on a third. (In other words, Tony Stark.) The 500GB capacity of the two 256GB SSDs in a RAID Level 0 array is plenty for Windows 7, a bunch of games, and some files to all benefit from the SSDs' superior speed. An additional 2TB data drive was included on our review unit as well. If that isn't enough, the system has enough eSATA and USB 3.0 ports to potentially support at least another 40TB of external hard drive space.

Performance
The Mach V (Core i7-3960X) does not disappoint as far as performance. It took top spot on eight of the ten tests we currently run, and was minimally slower on the two remaining tests. The system gained playable scores on all four gaming tests, including Crysis (75 frames per second, or fps) and Lost Planet 2 (168fps) at 1,920-by-1,080 resolution on high detail settings. This means that you'll get a smooth game session while using a standard 24-27 inch monitor. If you have an older 30-inch (2,560-by-1,600 resolution) behemoth, the system will work fine as well; the system achieved playable scores in anecdotal testing. Other systems like the Digital Storm Black Ops Enix Edition ($3,627, 4 stars) and Polywell Ignition X7900i-3960 ($4,599, 4 stars) kept close on Crysis (both got 73fps at 1,920 by 1,080), but the Falcon blew the others out of the water on the DX11-based Lost Planet 2 (the others were a distant second at 122-123 fps). Likewise, the Mach V completed our Handbrake video encoding test in the fastest time ever (54 seconds), and was a scant two seconds behind the Enix Edition on Photoshop CS5 (2:21 versus 2:19). For work or play, this is the system you currently want.

The Falcon Northwest Mach V (Core i7-3960X) will eventually be supplanted as speed champ, but at this particular moment in time it's the fastest PC we've tested. It trumps its nearest (and admittedly less-expensive) competitors, the Digital Storm Black Ops Enix Edition and Polywell Ignition X7900i-3960, with build quality, insane component stats, and ultimately bragging rights. You don't buy a PC this expensive because it can do spreadsheets. You buy one because you want to crush your enemies on the gaming grid, then brag to your friends about how you did it on your incredibly overbuilt $7,000 PC (provided your friends are also part of the top 1 percent). Because of that and its blazing performance, the Mach V follows its predecessors as our new Editors' Choice for high-end gaming rigs.

Your home's age important for child lead exposure (AP)

WASHINGTON ? If you've been putting off repairing a peeling windowsill, or you're thinking of knocking out a wall, listen up: Check how old your house is. You may need to take steps to protect your kids from dangerous lead.

The risk of lead-based paint from older homes is back in the news, as the government considers tightening the definition of lead poisoning in babies, toddlers and preschoolers. Lower levels than previously thought may harm their developing brains.

That's a scary-sounding message. But from a practical standpoint, it's not clear how much would change if the government follows that advice. Already there's been a big drop in childhood lead poisoning in the U.S. over the past few decades. Public health programs have targeted the youngsters most at risk ? poor children living in crumbling housing, mostly in cities ? to try to get them tested and their homes cleaned up.

But specialists say it can be a risk in more affluent areas, too, as do-it-yourselfers embark on fix-ups without knowing anything about an environmental hazard that long ago faded from the headlines.

The main value of the proposed change may be in increasing awareness of how to avoid lead in everyday life.

"What we need to do is prevent the exposure in the first place," said Dr. Nicholas Newman, who directs the environmental health and lead clinic at Cincinnati Children's Hospital.

There are lots of ways people can be exposed to lead: Soil polluted from the leaded gasoline of yesteryear. Old plumbing with lead solder. Improperly using lead-glazed pottery or leaded crystal with food. Certain jobs that expose workers to the metal. Hobbies like refinishing old painted furniture.

Sometimes even imported toys or children's jewelry can have illegal lead levels, prompting recalls if they're caught on the U.S. market.

But the main way that U.S. children are exposed is from layers of old paint in buildings built before 1978, when lead was banned from residential paint.

Sure, the walls might have been painted over recently, and there may be no obvious paint chips to attract a tot crawling around on the floor. But friction from opening and closing windows and doors allows tiny leaded particles to make their way into household dust ? and youngsters then get it on their hands that go into their mouths, explained Dr. John Rosen, a lead poisoning specialist at the Children's Hospital at Montefiore in New York City.

Very high lead levels can cause coma, convulsions, even death, fortunately a rarity today. But lower levels, especially in children under 6, can harm a child's brain, can reduce IQ and cause other learning, attention and behavioral problems ? without any obvious symptoms to alert the parent.

How much is too much? Until now, the definition of lead poisoning in young children was 10 micrograms of lead per deciliter of blood. But in a draft report last fall, the National Toxicology Program analyzed recent scientific research to conclude there's good evidence that levels lower than 10 are a risk. Now advisers to the Centers for Disease Control and Prevention are urging that agency to lower the definition to 5 micrograms for now, periodically reassessing.

If the CDC agrees, its advisers estimated that could classify about 450,000 children with lead poisoning, up from roughly 250,000 today.

At these levels, there's no treatment for the child other than to end the ongoing exposure ? clean up the house, Newman stressed. That's why prevention is so important. And while the youngest children are the most vulnerable, lead's not good for anyone's brain, so he advises taking common-sense precautions before potential exposures like renovating an old home.

What should families do? Here's advice from the Environmental Protection Agency and public health agencies:

_Check the age of your house. At checkups for babies through age 5, pediatricians are supposed to ask if you live in a home built before 1960, or one built before 1978 that's recently undergone renovation. The answers help guide who may need a blood test to check lead levels. Some states require testing of toddlers on Medicaid.

_Wash kids' hands before they eat, good advice no matter where you live or how old your house.

_Clean up paint chips immediately, and regularly wash toys that tots put in their mouths.

_Regularly wash windowsills and floors where paint dust can collect.

_If you're planning repairs or renovation in an old building, use lead-certified contractors who must follow EPA rules to minimize exposure from the work and can perform quality tests to see if your old paint really contains lead.

_If you rent and have peeling paint, notify your landlord. Many cities and states have lead-abatement rules, and programs to contact for help.

_Aside from paint, take off shoes at the door, to minimize tracking in lead-tainted soil.

_Use only cold water for drinking, cooking and making baby formula, and run it for 15 to 30 seconds. Hot tap water can pick up more lead from older plumbing than cold water.

Rich Williams: Obama's New Consumer Finance Chief Can Lower ...

President Obama took a bold and important step this week, standing up for student consumers by making a recess appointment of former Ohio Attorney General Richard Cordray to head the new Consumer Financial Protection Bureau (CFPB). The president's action means that the CFPB now has all its powers to protect students from unfair financial practices that pile on student debt, including lenders offering dangerously expensive private student loans and aggressive credit and debit card marketing.

Every year, students graduate owing tens of thousands of dollars before they've even earned their first paycheck. The average student now graduates with over $25,000 in debt -- while student loan debt nationally has surpassed all credit card debt, reaching a whopping $1 trillion.

Even worse, hundreds of thousands of students also assume expensive private student loans before exhausting more consumer-friendly college financing options. Private student loans pile more debt on students because they provide the worst rates and terms to students with the greatest financial need. In addition, students are targets for high interest, high-fee credit cards and debit cards on campus.

The CFPB is a new kind of regulator designed to do one job and do it well -- protect Americans from toxic financial products. However, since July 21, the CFPB has been up and running, but only with partial powers. Now, with a director in place, the CFPB has additional abilities that kick in -- including the right to regulate private student lenders like Sallie Mae.

An agency to protect students from toxic financial products sounds like it should be a no-brainer with bipartisan support -- and it is. Recently, 37 state Attorneys General, on a bi-partisan basis, had sent a letter to the Senate urging confirmation of Rich Cordray.

Yet, at the behest of both the Wall Street banks, some Senators had opposed confirmation of any CFPB director. In May, 45 Senators had written the president and told him that they would block confirmation of any director until and unless the CFPB's independence and authority were first restricted. They want the CFPB weak and powerless and with a tin cup in hand. Then, on Dec. 8, 45 Senators blocked Cordray's nomination. (Final vote: 53 Aye -- 45 Nay, but 60 Ayes needed to invoke cloture (aka defeat a filibuster)).

Fortunately, President Obama has acted to protect students and rejected these outrageous demands to weaken the bureau. The president did his job with the recess appointment of Richard Cordray to direct the CFPB. Now, the CFPB can do its job, protecting students from unfair financial practices.

AUGUSTA, Maine (AP) ? History will be made when Maine lawmakers return to the State House for their 2012 session and welcome a new member.

David Slagger will be seated in the House, becoming Maine's first Maliseet Indian legislator. The University of Maine doctoral candidate will be sworn in by Gov. Paul LePage on Wednesday.

Two of Maine's four tribes ? the Penobscots and Passamaquoddies ? are already represented in the Legislature; the Micmacs are not. The Houlton Band of Maliseets was authorized to send a representative to the Legislature in 2010.

Maine is unique among the states in having Indian tribal representatives, according to Maine Indian historian Glenn Starbird. The earliest record of Indian representation dates to 1823, three years after Maine became a state, when the Penobscots sent a member.

"As a native person, I want to be a representative that does substantial things that affect our people's lives in a positive way," said Slagger, whose first name is an Anglicized version of his native-language name, pronounced TAP-it.

Indian representatives are selected internally by their tribes. They are allowed to submit bills, participate in legislative committee sessions and speak on the floor of the House, but they cannot vote. Their districts are also represented by voting legislators.

The 800-member Houlton Band of Maliseet Indians is part of the larger Maliseet Nation of New Brunswick, Canada, and is led by a tribal chief, Brenda Commander. Graydon Nicholas, New Brunswick's lieutenant governor and a member of the Maliseet Tribe, plans to attend Slagger's swearing-in in Maine.

Slagger, lives in Kenduskeag near Bangor with his wife, who is a Micmac, and three children. He said he wants to make a difference for the Native Americans he represents when he comes to Augusta.

Acknowledging that relations between Maine's state government and tribal officials have not always been smooth, he said, "I would like to have respectful, harmonious relations with the state, and I would like to be an agent of that change."

Slagger comes to the Capitol with at least one specific proposal in mind, a bill that would make it illegal to impersonate Native Americans. Slagger said such misrepresentation occurs in the sale of arts and crafts.

A number of other issues that go before lawmakers are of interest to the tribes, notably gambling and, in recent years, the use of words on official place names in the state that many Indians consider offensive.

Maine lawmakers face a packed agenda in the concluding year of their two-year session.

The governor wants to close a budget gap by imposing sweeping cutbacks that could remove thousands from Medicaid, or MaineCare. Also on LePage's agenda is legislation to make natural gas available to more people and businesses and to merge some Cabinet-level departments.
